The Dartford Borough Council - Local Government And Public Involvement In Health Act 2007 - Executive Governance Arrangements
On 11 October 2010, the General Assembly of the Council (GAC) considered a reference from the Cabinet, which met on 23 September 2010, on the results of the public consultation exercise on the governance models available to local authorities under the Local Government and Public Involvement in Health Act 2007. Members noted that the consultation exercise had taken place between 14 June and 1 September 2010 on the two options for executive governance, leader and cabinet model and directly elected mayor and cabinet model. In response, a petition containing 160 signatures in support of a directly elected mayor and cabinet along with a further 131 signatures supporting that model of governance had been received. Three residents had written to support the leader and cabinet model.
The meeting was advised that the petition did not contain the 3569 signatures (constituting 5% of the number of local government electors in the borough) required to trigger a referendum on whether to have a directly elected Mayor nor to trigger a debate at a GAC meeting, for which the threshold was 3000 valid signatures.
It was resolved that the proposals for executive governance arrangements based on a Leader and Cabinet form of executive, be approved.
The proposed timescale:
- The full Council passes its resolution to adopt the 2007 Act executive arrangements in December 2010;
- The revised arrangements come into operation three days after the local elections in May 2011.
