Council sees red!
In recent weeks new shop fronts and bright red shutters appeared at two properties; 123 and 125 Milton Road, Swanscombe. Planning permission for the shop fronts and shutters had not been sought from the owner of the premises to Dartford Borough Council. Several residents living nearby complained to the Council and as a result, Planning Enforcement Notices were served. These notices were not complied with and a prosecution was brought against the owner of both of the premises, Mr Malvin Brown.
The shutters did not meet with council planning officers’ standards due to their closed mesh construction and strident red colour.
Mr Malvin Brown, of Essex appeared at Dartford Magistrates Court on the 1st February 2010, where he was found guilty of failing to comply with two enforcement notices and fined £500 for each breach. In addition he was ordered to pay the Council’s prosecution costs of £2,265 and the victim’s surcharge of £15. The total penalty was £3,280.
