Obstruction of highway
Obstruction of highway includes parking on footways, inconsiderate parking on carriageways and cycleways. This also includes obstruction by items other than cars.

Neither Kent County Council nor Dartford Borough Council has the powers to deal with obstruction of the highway.
An example
Restriction/prevention for emergency vehicles is often cited by residents in order to ‘get something done’ to resolve the parking related problems in ‘their’ street.
Whilst the reason for resident concern is completely understood with regard to vehicular access to ‘their’ street by the emergency services, it's probably unlikely that any would be prevented from doing their job.
However, information has been requested from Kent Fire Service and Dartford Borough Council’s waste management contractor in order to assist prioritisation of streets where access along streets is problematic for larger vehicles due to vehicles parked inconsiderately.
