Strategic Housing Land Availability Assessment (SHLAA)
A Strategic Housing Land Availability Assessment (SHLAA) is background evidence required by government to inform choices in preparing a Local Plan. It cannot grant planning permission.
We have prepared a note of Frequently Asked Questions PDF, 644.25 KB to outline the SHLAA. A refresh of the SHLAA is underway in order to continue to plan for the long-term, to maintain a choice of housing types and sources, to inform the Brownfield Land Register, and to generate a pool of potential sites for the Local Plan and possible allocations. This can avoid ‘windfall’ development not supported in Dartford’s Local Plans.
The Dartford SHLAA refresh will be based on the approach set out in the Methodology PDF, 1363.62 KB, which reflects national guidance and is similar to the last SHLAA and others in Kent. As set out in it, land for consideration has to include any land in the Borough that it either sites identified from existing "desktop" sources by the council (e.g. planning applications received) or as a result of a "call for sites" exercise. 63 sites were suggested by landowners/ developers in the "call for sites" process to go in the SHLAA for detailed consideration. For transparency, maps of land for SHLAA consideration from landowners/developers have been published.
A longlist of desktop sites is in preparation to analyse in the SHLAA alongside the 63 submitted sites. Further information is expected to be published after the first stages of the thorough assessment process (potentially in late 2018 or 2019). This will inform Local Plan preparation.
All land will need to meet rigorous criteria, with initial qualifying requirements ruling out nationally designated ecological sites (for example). Qualifying land will then need to be surveyed by professional officers. A detailed process of review against the methodology then commences for each land parcel. For any site in the SHLAA to proceed for consideration in the Local Plan it will need to be assessed and found to be suitable, available and achievable (shown to be deliverable or developable).
Full site details and assessment will be published in future to inform Local Plan public consultations. SHLAA outcomes are expected to be considered at the Examination in Public to the Dartford Local Plan in 2020/21.
