Discount and Energy Grant Schemes

Following government advice and the relaxation of lockdown rules, work is re-starting on the Grant Schemes below with enhanced safety measures in place. Screening questions will be asked before works commence, and operatives will maintain social distancing.

Green Home Grant

The UK Government announced on 27 March 2021 that, following a review, the Green Home Grant Voucher Scheme closed to new applications on 31 March 2021 at 5pm (all valid applications received through the Green Homes Grant Voucher scheme up to 5pm on 31 March 2021 will be processed).

Warm Homes Fund

Funding for eligible households (in receipt of benefits or on a low income with a health condition that is impacted by living in a cold home) to be connected to the gas mains and first time gas central heating system. This funding is for either owned or privately rented homes that do not have:

  • A gas meter/pipework connecting to the gas mains
  • An existing gas or any other ‘wet’ central heating system in the property and is near to existing mains gas

Funding for this scheme is in place until May 2022.

Warm Home Programme – Energy Company Obligation

The Warm Home programme can offer subsidised insulation through the Energy Company Obligation funding (a government energy efficiency scheme in Great Britain to help reduce carbon emissions and tackle fuel poverty) to eligible residents (in receipt of certain benefits).

For Dartford residents the scheme can help social housing tenants and private homeowners, providing the opportunity to insulate their homes to make it more energy efficient and save money on their energy bills. The measures currently available include:

  • Cavity wall insulation
  • Loft insulation
  • Heating measures (private homeowners only)

The current Energy Company Obligation funding is available until March 2022 after which Government will announce a new programme.

Existing applications awaiting energy efficiency measures

ECO Local Authority Flexible Eligibility

Latest changes to ECO (ECO2t) enables Local Authorities to refer residents for assistance who are in fuel poverty, on a low income or are vulnerable to living in a cold home due to age/health conditions and who have previously not qualified for assistance under previous benefit based schemes .

It now includes a wider package of assistance for residents who are in fuel poverty, on a low income or are vulnerable to living in a cold home due to age/health conditions. The additional eligibility criteria are set out under the Dartford Borough Council Flexible Eligibility Statement of Intent.

Local Authority Delivery Scheme

Financial assistance is available for energy efficiency measures, for example cavity wall insulation, loft insulation, room in roof insulation, internal wall insulation and solid wall insulation. Eligibility is dependent on the home having an Energy Performance Certificate rating of E, F or G, and the resident being in receipt of certain benefits or on a low income with a vulnerability to living in a cold home (outlined in Dartford Borough Council’s LA Flex Statement of Intent). Our main focus of this scheme has been on privately owned properties

Aran Insulation Services are also leaflet dropping and then visiting specific properties with Energy Performance Certificate rating of E, F or G to see in the residents are eligible to take part in this scheme. The current Local Authority Delivery Scheme is in place until March 2022

Winter Warmth Grant

This grant is intended to reduce the number of cold homes occupied by older people with long term health conditions. It can be used to pay for heating (normally replacement boilers) where the applicant fulfils specific criteria including having a long term illness. The maximum grant is £2,500. Confirmation is required from a health professional that the applicant has a long term health condition

Winter Fuel Payments

Government Funded: £100 - £300 per eligible household. If you have reached the qualifying age (born on or before 5 October 1954) and lived in the UK between week 20–26 September 2021 (called the qualifying week). You usually get a Winter Fuel Payment automatically if you get the State Pension or another social security benefit (not Housing Benefit, Council Tax Reduction, Child Benefit or Universal Credit). Most payments are made automatically between November and December.

Warm Home Discount Scheme

Warm Home Discount Scheme is a one off discount of £140.00 on your electricity bill (usually between September and March)

You should automatically qualify if on 4 July 2021 you were getting the Guarantee Credit element of Pension Credit, your electricity supplier is part of the scheme and your name (or partner’s) was on the bill.You should receive a letter, if not contact the Warm Home Discount Scheme on 0800 7310214. You may also qualify if you’re on a low income/get certain means tested benefits – check with your supplier to see if you’re eligible.

The discount won’t affect your Cold Weather Payment or Winter Fuel Payment.

Cold Weather Payments

You may get a Cold Weather payment if you’re getting certain benefits. Payments are made when the local temperature is either recorded as, or forecast to be, an average of zero degrees Celsius or below over 7 consecutive days.

You’ll get a payment of £25 for each 7 day period of very cold weather between 1 November and 31 March. Payments will be paid within 14 working days in to the same bank/building society as your benefit payments.

Priority Services Register

The Priority Services Register (PSR) is a free service provided by suppliers and network operators (UK Power Networks, SGN) to customers in need (each supplier and network maintain their own register). The PSR is available to residents who are of pensionable age, disabled or chronically sick, have a long term medical condition, have a hearing or visual impairment or additional communication needs, are in a vulnerable situation. Cold Weather Priority Initiative

The Federation of Petroleum Suppliers (FPS) has launched the Cold Weather Priority (CWP) Initiative for the off grid sector. The Initiative is designed to identify those most at risk and make sure heating oil distributors prioritise their supplies, especially during cold weather or supply shortages. The scheme costs nothing, and to be eligible you simply need to have one or more residents at your address aged 75 or over. Check if your local supplier is involved.
