Decisions taken by Officers
Council officers may take decisions under powers delegated to them by the Council, or by its committees, sub-committees or a joint committee.
Many of these decisions are of a routine, administrative or operational nature and are taken in the day-to-day work of the Council in delivering services to its customers. However other decisions are taken which may affect the rights of an individual, or result in the granting of a permission, licence or the awarding of major contracts. These decisions are recorded on the Council's web site and may be viewed by following the links below.
In terms of the granting of licences, permissions and consents all decisions are taken in accordance with the Council's published policies. Where decisions are taken under specific legislative provisions the Council has no discretion to refuse to grant or vary the relevant licence, certificate or permission and the decision has been made for that reason. Where officers have taken other significant decisions under delegated powers these are often subject to a report to the relevant committee of the Council and the background to the decision is explained in an accompanying report.
The Openness of Local Government Bodies Regulations 2014 are designed to make local authorities more transparent to their local communities. Regulation 7 requires that certain types of officer decisions are recorded and made available to the public.
