We’re inviting views on our draft Civil Penalties under the Renters’ Rights Act 2025 and other Housing Legislation Policy (‘Civil Penalties Policy’).
A civil penalty is a financial penalty imposed by the Council on private sector landlords as an alternative to prosecution for a range of offences in relation to property condition, tenancy rights, and management standards.
The Civil Penalties Policy sets out the framework for issuing a wide range of penalties of up to £40,000. The primary purpose of the policy is to ensure that those who fail to meet their legal obligations to protect tenants’ rights and safety are duly punished. It will also act as a deterrent to prevent other such offending behaviour.
