Introduction
Dartford Borough Council adopted CIL (the Community Infrastructure Levy) with a Charging Scheme which came into effect on April 1, 2014. CIL is now the principal means councils have for securing contributions from development towards local infrastructure. The setting of CIL rates, its collection and how the funding is used is directly governed by national legislation: The Community Infrastructure Regulations 2010 (as amended).
This Additional Information offers context and guidance where it is thought a local infrastructure project would improve the neighbourhood and needs top up funding (consistent with CIL legislation and policy).
An application to the Council may be made through the CIL Expression of Interest form, if it has been checked no other CIL or similar funding stream is available (see part 5 below). Neighbourhood level infrastructure can be proposed to the Council for CIL funding only in the area of the Borough without a parish/town council outside of Ebbsfleet.
A limited (nationally set) portion of Dartford’s CIL receipts are transferred towards the local neighbourhood level, for appropriate smaller projects. Please note legislation requires the majority of CIL is retained to support strategic infrastructure projects of identified Borough-wide significance, for which a separate process is required.
