Eligibility and prioritisation criteria
All applicable infrastructure proposals properly submitted for CIL funding will be assessed against the following:
Eligibility Criteria
- Eligibility against CIL Regulations (failure to meet this criteria rules out bids).
- Potential funding availability (including funding available from other sources, particularly complementing strategic CIL infrastructure) and prospects to enable the project to be delivered to the proposed timescale.
Prioritisation Criteria
- Consistency with Dartford Local Plan policies on spatial strategy and sustainability of development, and associated strategies and evidence on infrastructure and sustainable development (environmental, social and economic) need, including the IDP and future infrastructure statement.
- Deliverability of the scheme (capacity, dependencies/obstacles to the projects delivery).
- Urgency of the project to meet identified need and demands generated by development in the area, including infrastructure/ projects supporting, or for maintaining, the well-being/ community health of growing neighbourhoods in the unparished area.
- Potential for the CIL funding to lever in additional funding from other sources.
- Contribution to the Council’s Corporate Plan objectives and other identified Council priorities.
It is anticipated that an allocation of CIL funding towards a project would not usually fully fund the project, as it should support other sources of funding. Additional funding need not necessarily have been received when decisions are made on potential allocations- but it would need to be secured for the release of CIL funding.
