Introduction
The Community Infrastructure Levy (CIL) is now the principal means for securing contributions from development within the Borough.
Dartford Borough Council's CIL Charging Scheme came into effect in April 2014.
The setting of CIL rates, its collection and how the funding is used is governed by The Community Infrastructure Regulations 2010 (as amended). The Regulations state that a charging authority must apply CIL to supporting the development of its area by funding the provision, improvement, replacement, operation or maintenance of infrastructure.
Infrastructure that can be funded by CIL is defined within the Planning Act 2008 to include the following:
- Roads and other transport facilities
- Flood defences
- Schools and other educational facilities
- Medical facilities
- Sporting and recreational facilities
- Open spaces
Most of CIL is retained by the Council for the funding of strategic infrastructure projects.
The Council transfers a limited - nationally set - portion of the CIL receipts towards the local neighbourhood level, for appropriate community projects. This CIL funding goes to the local town/parish council, where there is one; it is usually the most suitable CIL for the majority of projects proposed by local groups and voluntary organisations.
