This note focuses on initial proposals for strategic infrastructure: essential/major provision shown to be of significant public benefit across the borough and potentially beyondThese tend to be larger projects that, where determined as eligible for CIL funding, would likely qualify to be identified within Dartford’s Infrastructure Delivery Plan (IDP) .

The Expression of Interest Form is the first stage in identifying all potential projects for CIL funding. Guided by this note, its aim is to identify brief details of projects; the scale of potential CIL funding required and crucially whether the project is eligible for CIL funding.

If a proposal for strategic infrastructure, a more detailed Bid Pro-Forma is then required for progressing projects (a specific guidance document is available for this stage). This assesses benefits and informs if/how the project justifies prioritisation for the allocation of CIL funds.

The final decision on the allocation of strategic CIL funding rests with Dartford’s Cabinet. View the procedure for the identification, assessment of projects and the allocation of CIL funding.

Governance arrangements for the monitoring of CIL income, delivery of infrastructure and decisions regarding the use of CIL to fund infrastructure projects were first approved by Dartford’s Cabinet on March 9, 2017.

Revised strategic CIL Governance arrangements taking into account changes to the Regulations were approved by Cabinet on September 22, 2022.
